Ok, Way to go. After downing a few shots for courage and taking backup of 
80 GB of data I finally upgraded my system to RedHat 9.0 and yes Vivek you 
were right now my speed is as follows

[EMAIL PROTECTED] root]# hdparm -tT /dev/hda

/dev/hda:
 Timing buffer-cache reads:   128 MB in  0.45 seconds =284.44 MB/sec
 Timing buffered disk reads:  64 MB in  1.69 seconds = 37.87 MB/sec

And sometimes the buffered disk reads even crosses 40 MB/sec

Just replied incase somebody else faces this same problem then he/she can 
learn from my "in"experience.
