well, if you are looking at gnuLinux - based software that work with 
specialised hardware to create telephone exchange (epabx++) then you have 
posted at the right place, else get ready to be flamed!!!

anyways, there are two projects:
ANTS (Ants is Not a telephone system)

and 

Bayonne

do a googlesearch for them. you will find Bayonne on the gnu website in the 
software section. interestingly, the head office of FSF uses Bayonne at their 
offices. it is an enterprise-ready solution for communications.
