Well I went ahead and tried it out. 
You need to use the cygwin X-Server with it since it doesn't have 
a Virtual Display Adapter. The network worked fine with it though.
And I was able to run mozilla on Cygwin X-server. And it shares many things 
with cygwin including cygwin1.dll.
It looks stable.
