If you check the Docs directory of the bugzilla, you will find a step by step install guide. It will tell you what directory you have to provide the write permissions to. I do not have bugzilla installed at home, or I could have given you the exact file name for this.
Another thing you can tr is to run the 'tail -f /var/log/httpd/error_log' command in a terminal and then try to open Bugzilla interface. That will tell you on which directory you are getting the error.
