i've been to internet cafe's which block downloads (though i could do it
successfully using ftp ;-) i assume your users would be using internet
explorer, so block the attachments at the browser level, i.e., by
modifying some internet explorer related settings that prevent any kind
of download to happen. how to do it? i don't know but its possible
