Perhaps you misunderstand what the load average numbers are telling you.
The load is the average length of the run queue (i.e. a load of 2 means
that two processes asking for CPU time). It doesn't imply that your CPU
is heavily loaded.

Run top and see how many processes are "Running", or are blocked on I/O,
or something. (I'm not sure why you are worrying about this at all.)
