1. I think he is talking about some protection at the gateway end
(hopefully running linux)
2. Look for iptraf for bandwidth management
3. I think the answer is to firewall off your internal network from
making any direct connection to the outside work without proxy or socks
based access.
4. There are very few applications which can not work with proxy or
socks server - though most viruses cant work through them.
