(do "info aspell" for the Raj> fine manual) Uh, just run dictd locally and set your preferred server to 127.0.0.1, then you'll be able to use the local dictionaries. You might need to configure dictd a bit (tell it what dictionaries are available, etc) -- it's been a long time since I ran it locally.
