What do you need the time server for? If it is for syncronizing the time
with your Linux machine, then just do a

# ntpdate pool.ntp.org
or
# ntpdate ntp.ubuntu.com

You'd need to have the ntpdate package installed which comes by default in
Ubuntu. Set it in cron to run periodically. Also open the required port
123 on firewall
