Yes, it is possible to have more than one A type records for a host 
name.  See RFC 1034.

Nope. According to RFC mentioned above it is clear that you cannot 
assign weights/distances to multiple A records. You can however do this 
for MXs.

The RFC states

Under the DNS, it
      translates into a request for type A RRs.  Since the DNS does
      not preserve the order of RRs, this function may choose to
      sort the returned addresses or select the "best" address if

      address may be the only way to emulate prior HOSTS.TXT
      services.

Can you please elaborate what exactly you want to achieve? I am quite 
unclear on what you are looking for..
As for NS records, I think its a ordered list of authoritative NSs.
