Are you sure your firewall allows you access through the ports that Bittorrent uses. As far as I remember, BT uses 6881-6999 TCP ports. For tracking you must have access to 6969 outbound port. Are you allowed access to these ports? I think this is the reason why IRC doesn't work in the hostels too.
