POSIX Specs say that there is no need to fix it. One should set the TZ
environment variable to a time zone literal. Further it does not
object to "Olson Time Zones" in which ... one must write it as
Asia/Kolkata for e.g. Use of capital cities of countries are NOT
recommended anywhere.

POSIX does not specify politics.

Use of a string of cities in the display can be most user-friendly,
but Kolkata is POSIX-ok too :)
