First of all - in future please trim all the irrelevant messages from 
the digest to which you responded.

First a couple of instances where I have faced the issue of Windows/IE 
combo.

1. My first tryst with e-governance portal was with Ministry of Company 
Affairs (MCA).  The page for searching a company name - sent VBscript 
to client forcing user to have Windows/IE combo.

2. To submit my company's annual reports to MCA, need Windows/IE combo.

3. Need Windows/IE combo to download digital certs. from MTNL TrustLine.  
Hearsay, ditto for other Cert. Auth.

4. A client, where we are doing an Ubuntu desktop pilot, does biz with 
PSUs one of them is MAHAGENCO.  Still to be confirmed from client but 
this is what has been conveyed - to upload bids on their tenders, they 
need to login with digital certs. on a dongle - not possible w/o 
Windows/IE combo.

5. The same client also does business with other PSUs wherein they need 
to auth. with the portal (usb dongle) to login and download tenders.  
Not able to do so w/o Windows/IE combo.  I have asked the client to 
list all such sites; awaiting their response.

I know we can install client side digital certs in a browser.  I don't 
understand why a digital cert. on a usb dongle, that works only with 
Windows/IE, is preferred by the developers of public portals.  

My point is that portals interacting with public at large cannot force 
their customers to have Window/IE to transact.  It is tantamount to 
endorsing a proprietary platform forcing users either to cough up for a 
lic. or use pirated versions.  On one hand the message is go legit with 
lic. but on the other hand the users do not have a choice but to use 
Windows/IE for such transactions. The user is caught between a rock and 
a hard place.

Such portals are an impediment to end users who want to use something 
other than Windows/IE on their desktop for example a Linux desktop.
