Please note that case is important: You probably mean
/dev/ttyUSB0 above. Please note also that the card
might show up as a serial device, /dev/ttyACM0. The
easiest way to find the device is to plug it in, wait
for it to settle, and run "sudo wvdialconf" which will
look for a modem on various ports, and write a sample
configuration file to /etc/wvdial.conf (back this up
first if you have made some modifications to it).

Have no experience with the BSNL card, but you should
not need a driver. At least the cards from Reliance,
Airtel, Tata Indicom, etc., do not, though these are
not broadband cards. Please try normal wvdial after
removing any files installed by the driver.

Someone more well-versed in this might chip in, but this
looks like the binary driver was compiled for a different
kernel version. There are good reasons to stay away from
binary-only drivers.

Please show us dmesg output when the card is plugged in
after removing the binary driver.
