That is correct.

The law (as I remember it) says there must be an "air gap" between the 
VoIP and PSTN networks in India.  There are no issues with connecting to 
the PSTN anywhere outside the country.  For instance, I have a .us phone 
number that rings my Ekiga VoIP application when someone calls it.

The phrase "air gap" is presumably to be interpreted in pre-WiFi terms.
