this is an excerpt that i found going through the LG aug 2002 issue
maybe this could also be used as one of the arguments for LAP project

.along with this it states that many latin american countries are looking
for moving into linux and billgates have been giving the donations so that
they do not move on to opensource since it may have cascading effect.
