RedHat's own servers probably are maxed out but you can always try the servers from http://www.redhat.com/download/mirror.html I would sugest trying a server in network proximity to you [Try pinging the sites in US - unless you are aware of your internet access being redirected through another country]. As someone noted not all of them have 8.0 but most do have it. Whereever money is mentioned that is for the media + hard copy of the documentation + support contract and stuff like that - no one would charge you for downloading RedHat unless ofcourse you are asking for a priority queue.
