Two reasons why it doesn't matter if it's on or if it's not.
1. If it's off, there is no completed circuit, therefore _most_
surges cannot even traverse to you power strip or power supply.
Granted, a significantly large surge (say, a lightning strike) could
more or less jump the open circuit and do damage. But then, if your
house suffers a direct strike, you _probably_ have more to worry
about than your computer. :) This is secondary to #2...
2. Surge protection is typically provided by an elaborate fuse (yes,
I'm simplifying a little). Whether or not your power strip is on,
that fuse is in the loop and giving you what protection it can.
I'm not an electrician, but I play one on TV. Well, actually, my
uncle is an structural engineer, designs oil drilling platforms out
in the ocean. I asked him about this one day. He gave me a more
technically correct answer than my explanation about..... but my eyes
started to glaze over about 3 minutes into the conversation. :)
