If you read the description, he is not looking for a Mah Jongg game. 
There's a freeware game called BubbleX (you can find it at 
www.versiontracker.com) that is similar to what you are describing. It 
is said to run on 8.6 with CarbonLIb. I can't vouch for that - I'm OS X 
all the way. It's a fun little game.
