My uncle George is showing his age. (he remembers the days when the first Apple II's arrived in his office in the late 70's) Hasn't used OSX, still back in the days of OS 8.1 and 9.1. So he hasn't a clue where the preferences are in OSX. Someone else will have to answer your question re: where the preferences are in OSX.
