Although Quark is largely the newspaper industry standard, it is very
expensive ($800 for each copy). PageMaker is less expensive and should
suffice for your needs. That's the program I used at my high school and
college newspapers. If you truly have "no budget" then you'd probably have
to settle for AppleWorks.
