In IE, under File, Preferences, under the Web Browser is the sub menu 
'Browser Display', which has all your preferences for the web page. 
Fill out your home page info and make sure that the 'go to this page 
when opening up a new window' is checked.

you didn't say anything about netscape, but same thing is in the 
preferences, under main menu Navigator.
