The Services menu only works in Applications that support Services. Generally speaking, this means Cocoa apps, and only sometimes then. Basically, you highlight some text in a supported application (say, an email address) and choose the appropriate option from the Services menu. To see how this works, use TextEdit... type in an Email address, then highlight the address.
