Just to reinforce Steve's comment here.  I have 2 external FireWire 
enclosures.  The one that is bus-powered operates transparently in 
either OS-9 or OS-X - plug it in and it shows on the desktop.  The 
other one has a separate power supply and works transparently in OS-9, 
but in OS-X, it will only mount if I get the right sequence of 
power-up, then plug in.

Check the Apple System Profiler.  If you have FireWire, the bus will 
show up in the ASP under the "Devices and Volumes" tab, whether you 
have a peripheral attached or not.
