The DeCSS case is irrelevant to this -- making and selling bootleg copies is already illegal everywhere. The DeCSS case was trying to make a piece of software that could theoretically make this easier illegal -- though commercial pirates have no problem sourcing content now. In China for instance you can today buy perfect copies of any released DVD, and bootlegs of cinema-only releases (like "Die Another Day", ripped from an Oscar screener) for 6 RMB (75 cents). This is illegal, and every now and then, when US representatives get annoying, they have a crackdown, and shops get closed for a few days.
