IIRC this means that the Launcher control panel has gotten corrupted. Apple has a knowledgebase article about this. Just search for "Launcher" at http://kbase.info.apple.com and see if you can find more info. The easiest way I think was trashing the corrupted Launcher and preference, than doing a custom install of the Launcher only from your Mac OS install Disk (or use Tomeviewer , see versiontracker.com, to extract the file and install it manually) and then lock the Launcher cp via Get Info, that way it can't get corrupted anymore, because the Finder can't accidently write data to it.
