you're looking at it a little backwards by saying the limitation is in 
the computer's ROMs. actually..... older Systems just don't have 
software capable of driving the newer hardware.

only if the "universal" CD (normally called a 'retail cd') is newer 
than the OS that shipped on the computer.

for instance... a Mac that shipped with OS 9.0 will NOT boot to a 
retail OS 9.0 CD. why? because that mac doesn't really have OS 9.0 on 
it, it has OS 9.0 Plus-whatever-is-needed-for-this-newer-hardware -- 
notably, it needs a newer Mac OS ROM file that was not available when 
the Retail OS 9.0 CDs were pressed.
