I can boot and install the <un-named version> CDs, but cannot then boot off the HD.
Don't understand what CDs you are referring to. You've said 10.2 install CD does not work to boot the iMac. So, what "<un-named version> CD" does work for "boot and install".

Sorry I can't offer more. Maybe someone else will take an interest. That's some unusual behaviour you've got with that iMac as a result (if it is) of a power outage.
I don't know that the power outage is at all related. It might simply be that there hadn't been a reboot in a few months...
