Chris,
Are the keyboards physically different? If not, and aesthetics are a secondary consideration, you could put a sticker on each key with the correct Japanese character; or you may be able to paint the character on with maybe white nail polish or white out or something. Save wasting a keyboard, & you could do it before morning tea!
