My husband & I just networked his sister's new eMac (OS 10.3.5) to their old PC (Windows ME, I *think* - my husband handled the Windows side) via a router (a D-Link 802.11g router/base station so I & any of their friends with laptops could hook in wirelessly, but both of the desktops are connected to it via ethernet).

After enabling sharing on some Windows folders, and enabling "Windows Sharing" in the eMac's sharing control panel, I clicked on "Network" in a Finder window sidebar and the Windows machine showed up there (inside an "MSHOME" folder, I think). No IP number necessary. Clicking it brought up a drop-down list of shared folders, if I remember correctly.
