In the dock, there is a preference selection, click it. In there you'll find a prefernce pane called speech, what you seek should be in there. In the future, if you're using 10.4, try searching for it in spotlight, something should pop up.

10.4 - I've tried clicking on the apple, but no Control Panels :-(
