Does Toast actually do "mini-dvd" or "SVCD" burns?

I don't think that version does, no. You need to purchase Toast 6 most likely, though as I recall you must be running OS X for that.

  How do I fix the
"expired" problem? Is there a better shareware/freeware app (OS9 or OSX)
that will allow me to do what I want to do?

For OS X, I would suggest ffmpegX to "prep" files for burning and either Dragon Burn or Disc-o for alternative burning. Toast is far better than either.

Your biggest problem is likely to be that your MPEG files are not in proper SVCD or VCD format. I might suggest you consult videohelp.com for a wonderful background in what these formats are, their requirements and other info.
