Because they don't want to answer questions from people with a Macintosh (don't train their tech support people on that), OR they have some ISP-specific software that doesn't run on a Mac - but you don't want it anyway, and don't need it just to make the connection.
If you can connect a Windows machine via DUN (dial-up networking) you can connect a Mac. There are, or were, a very few that will/would connect you ONLY if you use their connection software - the ones I knew of were ad-supported and the software showed you the ads, and they're nearly all dead now.
FWIW, I did set up a non-computer-savvy neighbor with fastermac.net (OWC's ISP) - I figured that since their tech support should be intimately familiar with the Mac OS, they would be able to walk her through any problems after I move away next year. There haven't been any problems so far - since Dec. '04.
