Programs not linking.

I'm running 10.4.3 on iMac 233 with ton of ram. All programs work well, even 9, though it seems slow.

I have an intermittent problem. When I double click on a file in 10.4, if the program that created it is not active in 10.4, like TextEdit or Safari, then the file will not open. I have to start the program and then open the file. It used to be that opening the file would call the program.

Any suggestions?
