Mac mini 2013, came with Mt. Lion, upgraded to Mavericks Oct. 20, 2013
Safari paramaters set to open links in new Tab.
Doesn't work....

Loaded platform from disk that still has Mt. Lion 10.8.5 using parameters 
"Open Link in New Tab" works just fine.
