I do apoligize for such a later reply but maybe this can be read for posterity.
Here is your solution. Startup in single user mode - command-s on startup You should now be able to remove a hidden system file which tells OS X that setup has run. Delete this file: /var/db/.AppleSetupDone You can remove the file like so: rm /var/db/.AppleSetupDone rm is short for remove. When your eMac starts up, it will appear to be starting up for the first time, allowing you to create a new admin user.
