Ah, the beauty of partial localization (but google do have a few posts that explain how to fix this also for the german error message, so that's no excuse for not googling before posting ;-).
Anyway, as others have pointed out (and I'm pretty sure it's mentioned in the build docs too), you need the Tcl/Tk development files to be able to build the Tk interface.
