You'll have to go back to v2 browsers to get rid of frame support... and
those users will have far bigger problems (JavaScript, nested tables,
etc) than just missing out on frames. You can't disable frames in newer
browsers.
Version 4 browsers are now what, 2 years old? 3? Just tell them they
must use a "modern" browser like the other 97% of the world if they want
to use your services.
