We have had exactly the same problem. We have narrowed it out to a couple of
ISP:s. Please let us know if you find a solution or if you get suggestions
off list.
Our next move will be to move the web-messaging system to port 80. I am not
sure if it helps, but we think it's worth a try.

We have a number of users reporting that once they
log in and reach the Welcome Page, on clicking "Continue..."
they are taken back to the log in page rather than to the
Menu.
They also report that the link shown in the task bar
is prefaced with "shortcut to" rather than the full URL
and the log in ID.
Our server is set up for virtual hosts, each with a
designated IP address using :8383 for log in.
Any history there or suggestions?
