I would not be ameanable to giving users that I would like to have access to 
forwarding capabilities Admin rights (assuming that I understood the potential 
solution below correctly).  In fact, in my installation, I would like all of my users 
to have forwarding, but very few to have any sort of Admin capabilities.

To have different options for different users would be nice, but there would have to 
be an easy way to implement the differences, plus enable a "default" set of options 
that could be different for different installations.
