I'm not sure what you're asking, but the mailwelc.txt file gets included in
the login page... examine the code and you'll see where it happens. CGI
files in IMail are just plain-text files used as includes as well... the
only difference is mailwelc.txt is editable via the web interface as the
"Welcome Message", and no cgi file are editable other than via a text editor
on the server (or ftp of course).
