Have you looked at the Joust Outliner?

Seems to work (sort of) in NS 6. Undoubtedly mods will be made soon to work
properly in NS6.
I know it also works in plain Javscript mode (no DHTML) which worked in
Netscape all the way back to NS version 2.0, and even IE3.0 - notorious for
a bad JS implementation.
In this NON-DHTML/JS only mode, the menu frame is redrawn completely every
time a menu is opened/closed, with a series of document.writes. This
doesn't cause any major usability problems at all (there's a quick screen
redraw, which is instant) and no round trips are done to the server.
