Typically this is caused by not hitting your delete key hard enough.
Most users find that if a simple "click" doesn't solve the problem,
mashing their whole fist down on that key as hard as possible will
usually deliver enough force to knock it into the Recycle Bin.
Seriously, just use a text editor to delete it out of the mailbox on the
server itself.
Or transfer everything else to another mailbox, and then delete and
re-create the mailbox.
