Use the immsgexp.exe but back up the 24 users and restore there boxes when
done.
C:\Imail\immsgexp -tX:\Imail\Users -d45
That should work for you.

Also, I need to remove email older then 30-45 days on all users in a domain
except for 24 imap users. How can I use the utility to remove emails and
exclude the special users?
