Yes, I had to make it the Primary Domain Controller for this to
work. Here is Ipswitch's response to why this is no longer
working in v7:

Yes. In previous versions, users were able to change their
passwords when the server was using the NT database. This was
actually incorrect functionality. It was fixed for the latest
version of IMail Server.

Incorrect funtionality. I saved that one because I intend to use
that phrase myself with my users. Someone asks me why something
is down or broken? I respond: "Oh, that was incorrect
functionality, and I fixed it!" Love it...
