Ecartis/Listar does this automatically.  I run an Ecartis server for a 
couple of people who run joke lists of 100K+ msgs/day.  I set ecartis to 
unsub after two fatal (5xx) bounces, and after 15 non-fatal (4xx) 
bounces.  Works perfectly.  We get a report every day, for every list, 
showing the state of the each bounced counter. and it�s free.
