1) That's an IMail error, cured by others by rebooting the IMail machine
(bad cure, but prooves it's an IMail error). Double-check that their
mailbox size isn't larger than their limit. If they're saving Sent
messages in their Sent folder, that will contribute to their size limit
and other evidence has shown IMail may choke on attachments once that
limit is exceeded.
2) You can delete the Delete All button code from the
config_TopButtonDisplay.cgi file to remove it altogether.
