Can the mailwelc.txt contain mailto: html tags?

Custom mailwelc.txt files only work when your secondary domains have their
own IP number.

Nope, see part one. If the other domain has an IP, you could give that
person ftp rights to the directory in question, as an alternative editing
scheme.
