Stop the services from Control Panel/Services. Delete the file.
Restart the services. (POP3 and WebMsg is enough I think)

I know this has been discussed, but I can not find the solution. Can
someone repost this for me?
I am not able to delete or modify this file either in web messaging or on
the server, it is locked. When i try to add or modify addresses, they just
appear the same after I changed them.
