This message isn't caused by two programs trying to use the same IP.
It is caused by a different computer trying to use the same IP address.
Check the IP's of the other machines on your network. Chances are, someone
or something is conflicting. Don't overlook network printers, DHCP
servers, etc...
We run into this fairly often when we add new servers or new workstations,
and forget to see if the IP's are conflicting with existing sites.
Keep a list of your IP''s and how they are used in an Excel spread sheet.
Makes it real easy to keep track of things.
